The 3 Rules for Making Confident IT Decisions

When presented with a choice between two solutions with an obvious difference in cost and value, you should always choose the cheaper one, right?  We all know that’s not the case, as it’s just not that simple. In fact, many times the more expensive choice may be the right one when all factors are considered. But it’s important that the cost premium delivers a value that exceeds the cost differential and potential for failure.

The other intangible factors that influence decisions are what can be generalized as “risk.” The major components of risk are: risk exposure, risk tolerance, confidence and trust, probability and chance, and the size of the risk or decision. Counterbalancing risk is return, which is comprised of the same factors, but refers to the ability to achieve value goals. A robust risk analysis establishes a framework for identifying, measuring, evaluating, and objectively comparing these factors.

VMware’s process to analyze risk identifies specific areas of risk, assesses your reaction to the potential for problems to occur and risk tolerance, and computes an inherent risk/return factor that can be applied to the total cost of ownership (TCO). This process is used to create a risk-adjusted TCO by increasing or decreasing the benefit with respect to the perceived risk.

As an IT decision maker, your response to risk is an emotional reaction that influences your decision and even your ability to make a decision. When deciding between two options, the decision you make that will likely deliver the most favorable outcome adheres to three general rules:

  1. The ratio of the investment to the expected return influences the decision between financial risk and performance risk.
  2. The level of risk tolerance should exceed the level of risk exposure.
  3. The upside value potential should exceed the value being put at risk.

In the first rule, your emotional connection to financial and performance risk is evaluated. First, you have consider how the decision will impact you or your organization if the decision turns out to be a bad one.

  • What if this doesn’t turn out as expected?
  • What if it ends up costing more and taking longer to implement?
  • Am I getting locked into something I’ll have trouble getting out of?

As the uncertainty of these types of concerns increase, the likelihood of your decision stalling will increase as well, because it may appear that doing nothing is less risky. But making no decision carries risk exposure as well in terms of lost opportunities and unmitigated risk exposure. This type of risk can be categorized as performance risk as it is associated with the success and probability of failure in the competing solutions.

And, the size of the decision’s cost and the potential revenue or value being put at risk also makes your decision more of an emotional one. This type of risk can be categorized as financial risk, being associated with the ratio of the investment to the outcome. For example, the game of poker is basically the same whether you’re playing a friendly game for pennies or playing with $1,000 chips in Las Vegas. But you play the game very differently when the stakes of losing are significantly higher and, consequently you are less willing to take chances.

If you were presented with an opportunity to make a sizeable return on an investment, but the amount you needed to investment was large, then you might not be inclined to accept the opportunity without much consideration. But if the same situation was presented and you only had to make a very small investment, then you might accept the opportunity immediately.

The second rule of the decision process is that the level of risk that is acceptable to you should be greater than the level of risk you’re being exposed to. Analyzing these risk factors involves:

  • Identifying the most comment incident events that might occur
  • Determining how each event would impact your decision
  • Determining how much risk you can tolerate for each event
  • Evaluating the probability of the event occurrence in each of the decision choices

These risk factors are evaluated to arrive at a risk exposure and risk tolerance value for each solution. The gap between the tolerance and exposure is termed “inherent risk.” If this result is negative, then the inherent risk of your decision is unfavorable and indicates that there may be unmitigated risk in the decision since the exposure is greater than what you are willing to accept. Conversely, if the gap is positive, then inherent risk is favorable and suggests opportunity for you to assume some additional risk to gain additional value opportunities. The inherent risk can be applied to the decision investment to create a risk-adjusted investment value.

The third rule of the decision process is that the upside potential should value be placed at risk. The upside potential is based on the value differential between the solutions. The value being placed at risk, or downside, examines the potential losses that could be incurred within the context of the rated risks. Ideally, the former should be greater than the latter.

For example, let’s assume you can make $1,000 performing some task, but if anything goes wrong, you’re out $100,000. Would you take that risk?  Probably not, since there’s just not enough profit in that scenario to assume a 100:1 risk, unless you have extreme confidence that you have effectively removed the potential for failure.

These three rules describe results that can be integrated into an overall decision framework that produces a risk-adjusted investment or TCO in an IT decision; a return on risk; and an estimation of value impact.

The risk adjustment is a function of the inherent risk and the investment. When I’m working with IT decision makers, we compare the inherent risk of the decision that’s being evaluated with the competing TCO values to determine a mitigation-versus-value opportunity offset. This offset is applied to the TCO to arrive at a risk adjusted TCO, or a TCO that reflects the impact of the inherent risk. The risk adjusted TCO will reflect an increase or decrease depending on the inherent risk factors.

We can determine the return on risk by the ratio of the upside opportunity to the downside exposure as a function of the inherent risk and the investment ratio. If, as described in the first rule above, the financial risk of your decision is very small, then your return on risk may be largely driven by the inherent risk factors. Otherwise, a large financial risk tends to take precedence over the inherent risk. A positive return on risk suggests the potential for success in your decision is good, while a negative suggests a higher likelihood of failure.

Lastly, we can estimate the overall impact on the value stream by factoring the investment or TCO adjustments within the context of the investment ratio. This result will estimate the potential revenue or budgetary impact you may see of your decision with competing or comparison solutions.

Because the risk analysis process reveals both risk and opportunity, these three results enable you to make a more confident decision. Measuring your emotions and beliefs about one solution versus another helps your decision-making process and removes the fog of uncertainty.

The Accelerate risk analysis methodology described here is straight-forward to use and delivers results that are relevant, accurate, and easy to understand. The results are provided in a format that can be readily shared throughout the enterprise as needed. Applying risk analysis to the public/hybrid cloud decision process and other major IT initiatives will help you gain insight into the risk factors involved for each alternative, quantify the real value of the risk and opportunity, and increase your confidence in the decision.

I’ve been with VMware for a year now, with over 14 years in the IT service industry, and VMworld gets more exciting every year. This year VMware will show attendees how to extend the benefits of virtualization to all data center services—and I can tell you that those that I’m working with love the idea of moving away from their legacy data center architectures towards the software-defined data center.

— The VMware IT team responsible for managing enterprise applications is moving all dev/test environments to our private cloud IaaS. We have achieved impressive cycle time and cost reduction. This technical session is presented by VMware Director of IT responsible for automating deployment and testing of complex multi-application dev/test environments in a vCloud environment. To improve agility, SDLC throughput, and reduce costs, we have automated deployment of more than a dozen standard dev/test instances including provisioning and testing combinations of dozens of different application and middleware components. In this session, we will highlight an automation platform we developed to deploy complex application stacks into a vCloud environment. Handcrafted IT Infrastructure – Are You Still Relevant?

I’m a fan of George R.R. Martin’s best selling book series, A Song of Ice and Fire, as well as HBO’s television adaptation, A Game of Thrones. The first book in the series was published in 1996, and the current and fifth installment released in 2011. Five books in 15 years with two more planned! I imagine that when Martin started writing the first installment in the mid-90s, he used a desktop app on a PC, or perhaps he was still banging away on a Brother electronic typewriter—a relic even in those days.

Today, as he writes his sixth (and has hopefully started his seventh) book, I’m optimistic that he uses modern tools of the trade such as a razor-thin laptop, a smartphone, and productivity apps that can be sync’d between disparate devices through the cloud. Can you imagine if Martin was really old-school and wrote his manuscripts with a pen and paper? By the time the last two installments were completed and published, I might be older than Maester Aemon of the Night’s Watch (if you’ve read the books or watched the series, you know to whom I’m referring). And some friendly advice to sponsor network, HBO—please give George all the techie tools he needs to get those books written faster, so I can enjoy them and your wonderful TV series sooner rather than later.

Technology has transformed the publishing industry by enabling a much faster lifecycle from content creation to content publishing. Even considering physical books, the process to print, bind, package, and distribute a book is largely automated. In the world of IT, more so than in the world of publishing, both providers and consumers of IT services expect machine precision and speed.

So why is it that—even with widespread adoption of server virtualization—several large IT organizations I’ve been working with over the past weeks still primarily provision their IT infrastructure manually, component by component?

These IT organizations are finding that their consumers—the lines of business—are starting to look elsewhere for their infrastructure needs. The price for manually provisioned IT infrastructure as provided by their IT organization has become prohibitive both in terms of cost and time. And, as consumers, they are simply no longer willing to accept the long lifecycle to develop new services and provision workloads.

The explosive growth in the public IaaS market should indicate to all IT organizations struggling to keep up with demand that automating infrastructure provisioning has not only become a key competitive differentiator, but it will become a requirement for IT organizations to remain relevant to their business users. I see the market for handcrafted, highly customized IT services plummeting dramatically as consumers increasingly turn to service providers that can produce and offer the same infrastructure product faster and cheaper. For some companies, the path to maintaining relevance will not be a pure private model but actually involve a hybrid cloud service model in order to more quickly satisfy business demand while still maintaining overall control of workloads (and keeping infrastructure costs as low as possible).

The question for today’s CIO is: How long can you compete against third-party service providers and stay relevant to your enterprise? If the thought troubles you, it’s time you and your IT organization start defining a strategy on how to insert automation into your IT services. Automated provisioning and deployment—a vital cloud capability—addresses the needs of both your business users and your IT staff. The consumers of your IT services benefit from faster deployment of new infrastructure—in hours versus weeks—and more control over their workflow via self-service portals. By reducing the need for manual intervention, an automated system frees up your valuable IT resources for reassignment to strategic jobs that drive innovation. And most importantly, it enables IT and business users to work as partners—not adversaries.

It All Started with Server Virtualization

Adding Another Aspect of Agility into the CIO’s Toolkit

Different industries require different types of business agility. For example, a retailer undergoing aggressive expansion may require the ability to quickly set up new store operations. A financial services company pursuing an acquisition strategy needs to be able to assimilate new entities to quickly realize synergies and benefits. An online gaming company may need the ability to quickly set up a platform in anticipation of a wave of new gamers following the release of a new hit game. In the past few years, to accommodate these types of requests, IT has found itself in a de facto service broker role. The increased sophistication of end users coupled with the ubiquity of external cloud service providers has forced internal IT teams to meet the needs of application developers, QA testers, and even production users as quickly as it takes to enter a credit card number. Therefore, how can IT organizations, which still have the dual task of maintaining the physical environment and an existing virtual environment, transform to meet such expectations?

With vCloud Hybrid Service, VMware utilizes many of the same products our customers use to setup, operate, and manage their existing internal cloud(s). Migrating workloads into the VMware hybrid environment takes no additional process, people, or technology work on the part of customers. This design capability is in stark contrast to decisions to consume from other service providers. In those instances, assuming IT had a say in the matter, there is a completely different set of tools, processes, and skills utilized to manage the external cloud environment; further straining already constrained IT resources.

Yet, the more likely scenario for organizations running workloads in an externally hosted environment is that the decision was made by end users, while their IT organization suffers the consequences of supporting them, at costs often not readily apparent to the business. VMware vCloud Hybrid Service will provide a remedy to this scenario by allowing IT to proactively identify criteria for workloads to be migrated into an external environment. This results in several benefits for the overall enterprise: operational cost savings, ability to utilize existing processes (change management, incident management, help desk), leverage existing skill sets, meet customer SLAs, and provide agility to the business. This list is a small fraction of the outcomes of having a proactive approach to consuming external cloud services. Ultimately, IT can add vCloud Hybrid Service into its service toolkit to better execute on the service broker role.

An enterprise CIO I used to work with used the comparison that IT was like the electric company: no one noticed unless the lights went out. It was his way of highlighting the essential nature of technology services. However, in the era of cloud computing, the “new IT” provides a lot more than just “juice.” IT organizations are becoming one element of the competitive advantage companies seek in the marketplace. This is one of the reasons why hybrid cloud is such a key component the CIO’s toolkit. Leveraging a hybrid cloud solution empowers IT organizations to continue to rise to meet the challenges of their business users, eliminate the “cowboy” mentality of end users making IT decisions, and continue to meet the quality standards for day-to-day operations.
